Caldwell building permits and plan review

Caldwell requires commercial, multifamily, and residential subdivision permits to be submitted digitally through the City’s online permit system. The CitizenServe portal allows applicants to create an account, submit permits, monitor projects, request inspections, and access project documents. Plans may then be routed into ProjectDox for electronic plan review and corrections.

Before submitting, confirm the proposed use is compatible with the parcel’s zoning and determine whether additional planning or engineering entitlements are required. Approved stamped plans should be downloaded from the portal and kept at the job site.

Caldwell inspections and certificates of occupancy

Building inspection requests must be called to (208) 455-4605 by 7:00 a.m. for same-day scheduling. Fire Department and Planning & Zoning inspections must be scheduled through the online portal. Permits must be paid and issued before inspections can be scheduled.

After all applicable building, trade, fire, engineering, and planning inspections pass and conditions are satisfied, request a Certificate of Occupancy or Certificate of Completion through the project system. Caldwell states that certificates are now available in the CitizenServe Documents tab rather than being printed at the jobsite. A commercial change of occupancy or tenant can require a new certificate.
