North Las Vegas Building Safety reviews plans, issues permits and inspects construction under the North Las Vegas Municipal Code for property inside North Las Vegas city limits. The office is at 2250 Las Vegas Blvd. North, Suite 125, and is open Monday through Thursday, 8 a.m. to 5:45 p.m. Permits, Certificates of Occupancy and Temporary Certificates of Occupancy are all issued electronically.

Getting set up

Every Building Safety service requires an online account in the City’s Citizen Self-Service (CSS) portal, which runs on Tyler EnerGov. You need it to apply, pay fees, check status or schedule inspections. New permit applications are started through the City’s Building Permit Requests online form, which links from the Permit Application Center page.

The Permit Application Center also posts the City’s paper applications and design guides. These include separate applications for fences, for retaining, block and screen walls, and for solar, swimming pools, signs, plot plans and Temporary Certificates of Occupancy. Submittal guides cover single-family homes, tract homes, tenant improvements, pallet racks, paint booths, prefabricated metal buildings, sales trailers and automatic gates. The posted design criteria include a 115 mph wind speed (Exposure B or C); the design professional determines the seismic design category.

Building Safety points design teams that want faster delivery to the City’s Self-Certification Program. After plans and permits are approved, you can request an optional pre-construction meeting at (702) 633-1576, where staff walk through the steps to a Certificate of Occupancy.

Adopted codes

The City’s code page lists the 2024 IBC, IRC, IEBC, IECC, ISPSC and IWUIC, the 2024 Uniform Mechanical and Uniform Plumbing Codes (IAPMO), and the 2023 NEC. Each has the Southern Nevada amendments, and several have additional North Las Vegas amendments (IBC, IEBC, NEC, ISPSC, IWUIC). ANSI A117.1-2009 is the accessibility standard, and the city’s Building Administrative Code and Building Policies and Procedures sit alongside the technical codes.

Inspections and video inspections

Schedule inspections in the CSS portal. Some scopes are done by remote video, and your inspector confirms the method beforehand. For a video inspection, call the inspector assigned to your inspection on the scheduled day; the City posts inspector phone numbers on its Customer Service Inspectors page. You need 4G service, someone at least 18 years old on site, and a video app such as FaceTime, Zoom, Google Meet or WhatsApp. Start the call from the street with the address in view.

Eligible residential video inspections include:

• Rooftop solar, patio covers, gazebos, and detached sheds under 600 sq ft
• Water heaters, water softeners, plumbing re-pipes, and main water line repairs
• Gas line extensions for a BBQ or fire pit
• A/C change-outs, attic furnaces (FAU), and electrical service changes
• Spa circuits and EV chargers
• Residential pools and interlocking privacy masonry walls
• Residential additions under 600 sq ft when a licensed contractor pulled the permit

On the commercial side, eligible scopes include signs, cell-antenna co-locations, temporary generators, simple trade work, construction trailers, and tenant improvements under 3,000 sq ft. If an inspection can’t be finished by video, the City tries to send a field inspector the same day; otherwise it schedules one for the next business day.

Occupancy and records

For a new single-family home, the permit itself becomes the Certificate of Occupancy once the final building inspection is approved, so print a copy for your records. For other projects, request a CO by email at [email protected], following the City’s posted occupancy guidelines. If you request copies of plans, you need a release letter from the engineer or architect of record with a wet stamp and signature, because under NAC 623.780 the drawings remain the design professional’s property.
