Clark County Building and Fire Prevention issues building and fire permits, reviews plans, and performs inspections for unincorporated Clark County. The County does not automatically handle a property just because its mailing address says Las Vegas. Incorporated Las Vegas, Henderson, North Las Vegas, Mesquite, and Boulder City have their own permitting authorities; confirm the parcel jurisdiction before applying.

Clark County permit process

Create or use an account in the County’s Accela Citizen Access portal to apply for eligible building permits, upload documents, pay fees, search records, and review conditions of approval. Plan review may involve building, fire, engineering, public works, air quality, water, sewer, or health clearances depending on the project. Clark County’s permit guidance says a Citizen Access account is required to access, submit, and pay for permits.

Inspections, zoning, and occupancy

Schedule most building inspections through the Citizen Access portal or the automated inspection system at (702) 455-3000. The County’s inspection guidance states that the permit must be issued before scheduling, and inspection requests should be made as each construction phase is completed. A Certificate of Occupancy is required before a structure requiring one may be used or occupied; the County provides TCO/CO instructions and document search resources through its official pages.

Clark County Comprehensive Planning handles zoning for unincorporated property under Title 30. Use the zoning information and land-use search pages for parcel-specific zoning, setbacks, allowable uses, and land-use application status. A building permit does not replace zoning, fire, public works, or other required approvals.
