Check your address first. Henderson Development Services Center handles building permits for property inside Henderson city limits. Property outside city limits is usually served by Clark County or another municipality, even when the mailing address says Henderson.

Henderson’s Development Services Center (DSC) brings staff from seven city departments together at City Hall to handle building, fire, civil and planning review, permit issuance and inspections for property inside Henderson city limits. Unincorporated areas next to the city are handled by Clark County Building & Fire Prevention instead.
Hours and intake cutoffs
The DSC counter is open Monday through Thursday, 7:30 a.m. to 5:30 p.m. Inspectors work Monday through Friday, and the Building and Fire Safety page lists field hours of 6:00 a.m. to 4:00 p.m. Items received after 4:30 p.m. are not completed the same day. Online applications submitted after hours on Thursday, or at any time Friday through Sunday or on a holiday, are treated as received on the next workday.

Applying through DSC Online
Building, fire and civil applications, fee payments, status checks and inspection scheduling all go through DSC Online, the City’s Tyler EnerGov self-service portal at dsconline.cityofhenderson.com. The DSC publishes submittal checklists, application forms and a fee estimator alongside the portal, and offers expedited review as a separate service.
Virtual Counter (same-meeting review)
Some smaller permits can be approved in a 30-minute Microsoft Teams meeting with a permit technician and the plan reviewers instead of waiting in the regular queue. Eligible permits:
- Patios, swimming pools, and individual mechanical, plumbing or electrical permits.
- Commercial remodels and tenant improvements under these size limits: Group A under 1,500 sq ft, Group B under 3,000 sq ft, and other eligible occupancies under 10,000 sq ft.
- Fire sprinkler work with 5 heads or fewer, miscellaneous fire equipment, and fire monitoring.
Groups H and I, dry cleaners, and projects that need a life-safety report, structural plans or calculations, or more than 20 plumbing fixtures are not eligible.
To use the Virtual Counter, apply in DSC Online first, then book through the City’s online booking page with your application number. Appointments must be booked at least 24 hours ahead, at 10 a.m., 11 a.m., 1 p.m. or 2 p.m. Contractors are limited to one appointment per day, and the City does not book appointments by phone. If you arrive more than five minutes late, the meeting is cancelled. If the plans are approved, fees are invoiced and the permit is issued once you pay.
Codes
Submittals received on or after January 2, 2026 are reviewed under the 2024 IBC, IRC, IEBC, IECC, ISPSC and IFC, the 2024 IWUIC, the 2024 Uniform Plumbing and Uniform Mechanical Codes, and the 2023 NEC, each with Henderson’s adopted amendments. Projects submitted between March 23, 2023 and January 1, 2026 stay under the earlier 2021-cycle amendments. The City also points designers to the Southern Nevada Building Officials’ regional code interpretations.
Fees
The current DSC fee schedule took effect October 1, 2025. Going forward, the City plans to review fees each year and adjust them by a regional Consumer Price Index. Fees are split into separate schedules:

- Fire prevention and activity fees
- Public Works permits and studies
- Community Development map and review fees
