Carson City building department

Carson City is a consolidated city-county, so its Community Development Building Division is the only building authority in the capital. There is no separate county office. The Permit Center is at 108 E. Proctor Street and is open Monday through Friday, 8 a.m. to 4 p.m., closed from noon to 1 p.m. Questions about applications go to [email protected].

One-stop online submittal

All construction applications and documents go through the City’s online permit portal (Tyler EnerGov). Planning, Fire, Engineering, Health and Environmental Control review each application at the same time, and you get one combined correction letter once every department has finished. The Building Division also makes sure those departments sign off before it issues the permit and again before the final inspection.

New homes, residential alterations and commercial projects all have to be submitted through the portal. Have this ready when you apply:

• Street address and Assessor’s Parcel Number (APN)
• The legal owner’s name, mailing address and daytime phone
• The contractor’s name, license number and license type
• A narrative description of the project
• The total cost of the work, including labor and materials
• A soils report, if one is required
• Payment of any submittal fees

Only the property owner, an authorized agent, or a licensed contractor may sign and submit a building permit application. Homeowners acting as their own builder file the City’s Owner/Builder Affidavit, which comes with separate instructions. Changes to plans after the permit is issued must be made on the original drawings and resubmitted, with a $65 revision plan check fee listed on the plan-submittal page.

Express permits

These permit types are processed as Express Permits:

• HVAC change-out
• Electrical service change-out
• Sewer line replacement
• Water line replacement
• Whole-house re-pipe
• Water heater change-out
• Re-roof (a pre-roof inspection is required as of March 23, 2026)

Residential handouts

The Residential Submittals page has checklists for mobile homes, additions and ADUs, photovoltaic systems, wells (new, redrill or abandonment), septic systems and residential fire sprinklers. It also has the exterior plastering certification and the fire permit application.

Codes

The Building Division enforces the codes adopted in Carson City Municipal Code Title 15. Its plan-submittal page lists the 2018 International Building, Residential, Existing Building, Energy, Fire, Fuel Gas, Mechanical, Property Maintenance, Swimming Pool and Spa, and Wildland-Urban Interface codes; the 2018 Uniform Mechanical and Plumbing Codes; the 2017 NEC; and the 2018 Northern Nevada amendments. The City’s 2024 IBC page has materials from a June 17, 2025 community meeting on adopting the 2024 building and fire codes. Check that page, or call the Division, to see which edition applies to a new submittal.

Inspections

Request inspections through the online portal, or by email to [email protected] no later than 4 p.m. on the prior business day for a next-day inspection. An email request needs:

• Permit number and job address
• Type of inspection
• Date needed, and whether you want morning or afternoon
• A contact name and phone number

The work must be finished when you make the request. Cancelled inspections can bring a re-inspection fee, which you must pay before you can request more inspections.
