Open portalThe County of Maui Department of Public Works Development Services Administration (DSA) is the county building authority for Maui County, including Maui, Molokaʻi, Lānaʻi, and Kahoʻolawe where county permitting applies. Maui County’s local permit system is MAPPS, the County’s Automated Planning and Permitting System.

The County states that a building permit is required for construction, alteration, moving, demolition, repair, and use of a building or structure unless a specific exemption applies. Supported applications include new, addition, alteration, demolition, emergency, temporary, agricultural exemption, miscellaneous inspection, and stand-alone certificate-of-occupancy requests.
Create or use a MAPPS Customer Self Service account to apply for a plan review or permit, upload documents, pay invoices, view public records, and monitor the work associated with the account. The County’s permit page lists the other agencies that may need to review an application, including Planning, Fire Prevention, wastewater, and Public Works sections.
Inspections, zoning, and occupancy
Request inspections in MAPPS by opening My Work and selecting Request Inspections. The County also provides building inspection forms and telephone or email contacts through DSA. The County’s application guidance includes certificate-of-occupancy applications, including stand-alone requests and occupancy approvals associated with a building permit.
Maui County Planning and the DSA coordinate land-use and development review. Confirm zoning, special management area, subdivision, flood, wastewater, and other site-specific requirements before construction. A building permit does not replace a required planning approval.
