The County of Kauaʻi Department of Public Works Building Division administers building, electrical, plumbing, sign, and code-enforcement permitting for Kauaʻi County. The Līhuʻe office is the countywide service point; Kauaʻi does not use separate incorporated city building departments for the island’s ordinary county building-permit process.

Start with the County’s Building Permit Guide and application requirements. New applications may be submitted using the County’s published process, and electronic plan review is handled through the ProjectDox Avolve ePlan system. The County recommends reviewing the minimum requirements and plan examples before submitting a residential or commercial application.

The Building Division coordinates agency comments and reviews for compliance with County building and trade codes. Keep the permit number, job-site address, plans, contractor information, and project scope available for questions or status research. Inspections, zoning, and occupancy

Kauaʻi provides inspection requests by telephone or email. The County says the request should include the name, job-site address, telephone number, permit number, and requested inspection date, and recommends submitting one or two days in advance. Building, plumbing, and electrical inspectors are assigned by geographic area and trade.

Use the Kauaʻi Planning Department’s zoning and land-use page to check the Comprehensive Zoning Ordinance, special management area rules, and the correct land-use permit. Required final inspections, code approvals, and any occupancy documentation must be complete before a project is treated as ready for use.
