The Honolulu DPP Permit Issuance Branch is the customer-facing office for obtaining approved permits and completing issuance steps after DPP plan review. It is part of the City and County of Honolulu’s single building-permitting authority for Oʻahu, not a separate municipal jurisdiction.

Applying and receiving a Honolulu building permit

Start with the DPP permit instructions and determine whether the project qualifies for an Instant Online Permit or requires a plan-based building permit. For plan-based work, submit the Internet Building Permit application and use HNL Build/ePlans when electronic plan review is required. DPP may require plans, contractor information, valuation, zoning or site-development clearances, and reviews from other agencies before approval.

The DPP FAQ states that approved permits may be picked up at the Permit Issuance Branch on the first floor of the Frank F. Fasi Municipal Building at 650 South King Street or at Kapolei Hale. Confirm current counter hours and any appointment or payment instructions with DPP before traveling.

Inspections, records, and occupancy

The permit card and approved plans control the inspection sequence. Contact the inspector assigned to the permit when construction reaches an inspection milestone and keep work accessible until the required inspection is complete. Final building, electrical, plumbing, mechanical, zoning, and other agency approvals may be necessary before the permit is closed and the applicable certificate or occupancy approval is issued.

For permit research, DPP directs users to search by application or permit number or by TMK. The city also publishes building-permit data through its official open-data portal. Historical plans and full permit files may require a records request through DPP’s Data Access and Imaging Branch.
