The City of Stillwater Development Services Department manages local building permits, building safety, planning, zoning, floodplain work, and inspections inside Stillwater city limits. Payne County is a separate county government and is not the city permit office for an incorporated Stillwater address.

Building and Fire Code Services oversees plan review and construction inspections. To schedule an inspection, call the automated line at (405) 742-8399 and leave the name, contact number, address, and inspection type. Calls made before 6 a.m. are scheduled for that day according to the city’s published instructions.

Stillwater issues a certificate of occupancy when permitted work is completed or when a building’s use changes. Obtain final approvals before occupying or opening a newly built or changed-use space; commercial projects may also need proof of registration and other city approvals.
