Moore building department

The City of Moore Community Development Department handles building permits, inspections, planning and zoning, and code enforcement for property inside Moore city limits. Its offices are in Moore City Hall, 301 N. Broadway, open Monday through Friday, 8 a.m. to 5 p.m. If your property is in unincorporated Cleveland County, the City of Moore does not issue your permit. When Moore requires a permit

Moore requires building permits for most commercial and residential remodels, additions and improvements, and for all new construction. The city also issues separate permits for electrical, plumbing and mechanical work, demolition, fences, storm shelters, signs, residential storage buildings and certificates of occupancy. The city says all electrical, mechanical and plumbing work must be done by contractors licensed by both the State of Oklahoma and the City of Moore. Applying through GovBuilt

Moore takes permit and license applications through its GovBuilt portal at mooreok.govbuilt.com. There you can apply, pay, follow the review, approval and inspection steps, and check inspection results. The portal also handles code enforcement, planning, contractor registration, fire safety, stormwater quality and right-of-way requests. To set up an account you need a username, an email address and a password of at least 12 characters. The city links to a tutorial on creating an account.

The city’s application forms show what to have ready:

• Residential new construction: the residential building permit application, including the lot description and site plan.
• Commercial: the commercial building permit application, which asks for three complete sets of building plans, including a site plan showing setbacks, building lines and easements. Commercial applications also include stormwater pollution prevention requirements.
• Plot plans (for example, on the fence application): all lot lines and dimensions, existing and proposed buildings, distances from lot lines to buildings, driveways with dimensions, existing and proposed utilities, utility easements and right-of-way with dimensions, building setback lines, scale, north arrow, date, contact information, and fence and gate locations.

Contractor licensing

Every contractor must be licensed with the City of Moore. You register through GovBuilt. The 2026 fee schedule lists $135 for a builder/contractor, plumbing or electrical license, with a $50 renewal. Trade contractors also need the matching State of Oklahoma license.

Inspections

You can request inspections through GovBuilt or by calling (405) 793-5051. Inspections requested by 9 a.m. are done the same day. Requests after 9 a.m. are done the next day. Results are posted in the portal. Before anyone moves into a building, an occupancy permit application must be reviewed by both Building Safety and Planning/Zoning, and all required final inspections must be passed.

Storm shelters

Moore requires a permit for storm shelters. The shelter permit application includes a registration section that asks for emergency contact information and how many people the shelter can hold. Community Development can confirm whether a shelter is registered with emergency management. You can submit the application to the Inspections Division at City Hall or by email at [email protected].

Adopted codes

Moore builds to the 2018 editions of the IRC, IBC, IFC, IMC, IPC, IFGC, IEBC and IPMC, the 2018 NFPA Life Safety Code, and ICC A117.1-2017 for accessibility. These codes apply as amended by the City of Moore and the Oklahoma Uniform Building Code Commission.

Floodplain, zoning and related offices

Any development in a floodplain needs a permit. Moore’s ordinance requires new construction and substantially improved buildings to sit at least 12 inches above the Base Flood Elevation, confirmed by an elevation certificate.
