The City of Norman Development Services Division is the local building-permit and inspection authority for construction inside Norman city limits. Cleveland County does not issue a city building permit for an incorporated Norman address. Rural or unincorporated Cleveland County property may have a different responsible authority, so verify the jurisdiction before submitting plans.
