The City of Rio Rancho Building Inspection Division issues permits and inspects construction over which the city has jurisdiction. Rio Rancho is in Sandoval County, but work inside city limits follows the city’s Building Division and Development Services process rather than a generic county application.

Rio Rancho building permits and Click2Gov

Rio Rancho requires permits for construction, enlargement, alteration, repair, movement, improvement, removal, conversion, demolition, and covered electrical, plumbing, and mechanical work. The city also states that all re-roofs require a building permit and inspections. Permit applications and payments can be submitted through the city’s Click2Gov service after the applicant reviews the applicable forms and project requirements.

New commercial projects and businesses should review the Fire Marshal requirements before submitting. Contractors working in city limits need a New Mexico license and an active Rio Rancho business license.

Inspections, code compliance, and occupancy

After a permit is approved and a permit PIN is available, inspection requests may be made through Click2Gov, by email, or by calling Building Inspection. The permittee is responsible for notifying the city when work is ready; approved drawings and the project notice sheet must be available at the site.

Rio Rancho states that after an approved final inspection, the inspector brings the notice sheet to the office so a certificate of occupancy can be issued within 24 hours. Do not occupy a project before all required approvals are complete.

Zoning and plan review requirements

The Planning and Zoning Division reviews residential and commercial plans for compliance with city zoning regulations and processes special-use permits, variances, zone-map amendments, subdivisions, sign permits, and related land-use applications. A zoning or development review may therefore be required in addition to the building permit.
