The City of St. Cloud Building Safety Department administers building permits and inspections under Minnesota’s statewide building-code framework inside the city. Stearns County and the neighboring cities of Sartell, Sauk Rapids, and Waite Park are separate jurisdictions; a St. Cloud mailing address should be checked against the actual municipal boundary before a permit is filed.

St. Cloud provides an Accela portal for its application, licensing, and permitting process. The city’s Building Safety pages organize commercial, residential, plumbing, heating and ventilation, electrical, demolition, sign, and moving permits. Planning and Zoning applications are also routed through the city’s Accela instructions, where applicants select the appropriate land-use or plan/design review record type.

For residential work, review the city’s project guidance and submit complete plans and required certifications. Commercial projects can require plan review, water and sewer availability information, land-disturbance review, fire review, and coordination with Planning and Zoning, Engineering, Health, and Inspections.

Inspections, zoning, code compliance, and occupancy

All work requiring a permit is subject to inspection. St. Cloud requires advance scheduling, generally at least 24 hours, and the permit holder must provide access and keep the inspection record card visible at the job site. St. Cloud’s land-development code provides that land or a structure may not be occupied or changed in use without a certificate of occupancy issued by the Chief Building Official. The city’s zoning and plan-review staff also review land-use permits, setbacks, variances, and related code-compliance questions.
