The City of Duluth Construction Services and Inspections Division is the building-permit and inspection authority inside Duluth city limits. St. Louis County is a separate jurisdiction for county-authorized work and does not replace Duluth’s municipal building official for a Duluth address.

Duluth building permits and ePlace

Duluth now uses ePlace for online building, zoning, plan, licensing, and code-enforcement applications. All permit applications are submitted online through the city’s official ePlace workflow. Prepare the applicable residential or commercial checklist, plans, site information, contractor details, and required zoning or engineering materials before submitting.

The city also provides an ePlace permit and property-history search. More information may require a public or contractor account; records older than 1992 may require a property-history request to Construction Services.

Inspections, zoning, code compliance, and occupancy

Request inspections at least 24 hours before the desired time and leave the inspector your name, job-site address, permit number, and callback number. Inspectors compare the work with the approved plans and applicable building, fire, zoning, and engineering requirements. Keep the permit, inspection card, approved plans, and supporting documents on site.

Duluth’s building, fire, and zoning codes require a certificate of occupancy before a new building is occupied or an existing building changes occupancy. The construction inspector initiates the CoO after final inspections; when a CoO is not required, the city may issue a letter of completion instead.
