The City of Minneapolis administers building permits, plan review, inspections, zoning approvals, and certificates of occupancy inside Minneapolis city limits. A Minneapolis mailing address is not enough to establish jurisdiction: projects in neighboring Hennepin County cities use that city’s building official, and Hennepin County does not operate a single countywide building-permit office for incorporated municipalities.

Start with the city’s construction-permit overview to identify the building, wrecking, mechanical, plumbing, fire, right-of-way, and land-use approvals your project needs. Large or complex work can require separate zoning, site-plan, preservation, Public Works, and Construction Code Services reviews. Minneapolis uses email intake and ProjectDox for electronic construction-plan review; the city sends the ProjectDox invitation after the permit application is started.

Keep a complete plan set, site information, surveys, contractor information, and required trade permits together. Do not begin work until the permit is issued and the approved plans are available for the job site.

Inspections, zoning, code compliance, and occupancy

The permit identifies the required construction inspections and inspector contacts. Required inspections can include foundation, framing, insulation, plumbing, mechanical, and electrical work. Work that will be concealed should remain accessible until the inspector approves it. Minneapolis zoning and land-use review is separate from code plan review when the project requires an administrative site-plan review or another land-use approval.

Before a new building is occupied, or when an existing building changes use or occupancy classification, Minneapolis requires a certificate-of-occupancy inspection. The building must pass required on-site inspections and the final CoO inspection; the city’s CoO line is 612-673-2327.
