South Bend building permits and plan review

The department publishes residential, mechanical, electrical, plumbing, HVAC, solar, sign, demolition, flood-hazard, accessory, and change-of-occupancy applications. Contractors working in St. Joseph County and South Bend generally must be registered or licensed with the Building Department, subject to the owner-occupant exception described by the city. Indiana’s state-adopted building codes apply to local work. Class 1 commercial or public projects may require a separate Construction Design Release from the Indiana Department of Homeland Security; the state filing does not replace local South Bend or St. Joseph County permits, zoning approvals, or inspections.

Inspections, zoning, and occupancy

After a permit is issued, request inspections from the Building Department at least 24 hours ahead when possible; final inspections generally need additional notice. Do not conceal work or proceed past a required inspection stage without approval. Final inspections must be complete before a building is occupied.

A change-of-occupancy application may require a scaled site plan, zoning review, final building and fire inspections, and confirmation of any state design release.
