Carmel’s Building Safety Office is the municipal authority for building permits, Improvement Location Permits, building inspections, and code-violation response within Carmel city limits. Hamilton County or another municipality handles work outside Carmel. Carmel applies the building codes adopted by the State of Indiana and expects applicants to confirm the city’s zoning, site, stormwater, and development requirements before construction.

Carmel building permits and plan review

Residential applicants start through the city’s online permitting link. Carmel says the builder of record on the Improvement Location Permit is responsible for the project’s work, inspections, and fees. After Carmel assigns a permit number, the applicant receives instructions to upload plans through ProjectDox. The city states that one permit typically covers the construction project, while separate approvals or trade permits may be required for the scope of work.

Commercial and multifamily work should use Carmel’s Building Safety and Community Services permit information and confirm the applicable plan-review, development-plan, fire, stormwater, and zoning approvals. State-level Class 1 Construction Design Release requirements may apply in addition to the Carmel permit.

Inspections, zoning, and occupancy

Schedule inspections at least one business day in advance by calling (317) 571-2444 and provide the permit number. Carmel’s inspection requirements say the plan reviewer determines the inspections required for each project; footing, under-slab, foundation, rough, insulation, site, trade, and final inspections may apply. The permit placard must remain posted and the owner or representative must be available for inspections of occupied structures.

The city says a structure may not be occupied before final inspection approval. After all required inspections and fees are complete, Carmel may issue a Certificate of Occupancy; its residential inspection guidance says to allow at least 24 hours for issuance. Commercial projects also receive final building and fire review before occupancy release.
