Carmel building department

Carmel’s Building Safety Office, part of the Department of Community Services (DOCS), reviews and issues every building permit inside Carmel city limits. In Carmel the building permit is called an Improvement Location Permit (ILP), and the same office performs all building inspections and enforces the Carmel City Code. Fence permits are also issued here. Work outside the city limits goes to Hamilton County or the applicable town.

Codes in force

Carmel applies the codes adopted by the Indiana Fire Prevention and Building Safety Commission. Its residential inspection procedures name two governing documents:

• 2020 Indiana Residential Code: the 2018 International Residential Code with 2020 Indiana amendments. This applies to one- and two-family dwellings.
• Carmel Unified Development Ordinance (UDO) Z-625-17, as amended. This covers setbacks, site work, and occupancy rules.

Commercial and multifamily buildings fall under the state’s commercial codes. IDHS’s rules table lists the 2014 Indiana Building Code (based on the 2012 IBC) as currently in effect.

Applying for a residential permit

1. Apply in Cityworks. Use Carmel’s Cityworks Public Access portal. You have to register the first time you log in.
2. Upload plans to ProjectDox. Once the city assigns a permit number, you get an email from [email protected] inviting you to ProjectDox. Upload each drawing sheet as a separate file in landscape orientation, named with its sheet number and description (for example, A001 - Wall Detail). Then open Workflow Portals → Applicant Upload Task and complete the task. The city says it does not receive your plans until you finish this step. If revisions are requested, upload the corrected sheets under the same file names you used the first time.
3. One permit per project. Carmel normally issues a single permit that covers all work on a project. The Builder of Record named on the ILP is responsible for the construction, for scheduling every required inspection, and for paying all fees. If the contractor changes partway through, file the city’s Contractor Change Affidavit.

Carmel’s fee schedule also lists an annual Builder Application fee of $150.

Commercial and multifamily permits

Commercial, institutional, and multifamily (Class 1) projects need a Construction Design Release (CDR) from the Indiana Department of Homeland Security (IDHS) before you apply. If IDHS decides a project does not need a CDR, Carmel asks for that decision in writing. After the CDR, apply in Cityworks. When the city has reviewed the application, it invites you to upload plans to ProjectDox. DOCS then routes the plans to other reviewing agencies. Some of those agencies are not on ProjectDox and still require paper sets.

2026 fee highlights

Building and inspection fees on the DOCS 2026 schedule took effect April 27, 2026. Carmel calculates the total as the permit fee, plus the applicable inspections, plus the certificate of occupancy, plus any late fees. Class II means one- and two-family residential.

Timed, same-day, and weekend inspections cost twice the regular fee and depend on availability. Retrieving records is free for your primary residence; other requests cost $125.

Inspections

Schedule inspections by calling (317) 571-2444 at least one business day ahead, or use the city’s online inspection form. Cancellations also go to the main office line. Keep these rules in mind:

• Have your permit number ready, and give any gate or lockbox code every time you schedule.
• After the footing or under-slab inspection passes, post the original permit placard in a front window or door facing the street. The inspector will not inspect without it, and a trip charge may apply.
• For occupied homes, the owner or a representative must be on site. You get a two-hour inspection window.
• Cancelling three or more inspections may delay your future scheduling.
• Inspections fail if erosion and stormwater controls are missing, which includes mud in the street.

The plan reviewer sets the required inspections for each permit. Typical residential inspections are footing (upper and lower), foundation, under-slab and under-slab plumbing, floor framing, porch, rough-in with exterior sheathing, meter base, insulation, and final/site. Two local details:

• Meter base: you need 2-inch rigid steel or Schedule 80 PVC conduit at least 18 inches below grade. Schedule 40 is not permitted.
• Rough-in: Indiana does not approve foam for fire blocking.

Residential permits are valid for 18 months from the date they are issued.

Late fees and occupancy

Carmel charges steep penalties for starting work without a permit or covering work before it is inspected:

Late fees must be paid before inspections resume. Carmel may require you to remove drywall, insulation, or concrete so the work can be inspected.

Under UDO Section 9.02, you may not occupy a new or significantly remodeled structure until it has an ILP, has passed all required inspections, and has a certificate of occupancy. Carmel counts personal property left on site as occupancy. Allow at least 24 hours after the final inspection for the certificate to be issued. All fees must be paid first.

Related offices

Zoning reviews, variances, and development plans go through DOCS Planning & Zoning, the Plan Commission, and the Board of Zoning Appeals. The Carmel Fire Department’s Fire Prevention Bureau handles two things:

• It reviews commercial construction plans for fire and life safety.
• It performs the final fire inspection on every commercial project before DOCS issues a certificate of occupancy.

Engineering issues right-of-way permits. You need one for construction, excavation, or a construction entrance in the city’s right-of-way or easements. You also need one when skid-steer-or-larger equipment reaches private property from a public street or alley. Applicants must file a License and Permit bond of at least $5,000.
