The City of Gary Building Department is the municipal authority for building permits, construction inspections, plan review, code compliance, and occupancy-related enforcement inside Gary city limits. Lake County or another municipality handles property outside Gary. Gary’s Zoning Department separately reviews zoning, land use, site plans, variances, special uses, and zoning-compliance questions before or alongside the building permit process.

Gary building permits and plan review

Gary requires permits for new construction, alterations, certain repairs, electrical and plumbing fixtures, and other work identified by the Building Department. Contractors and subcontractors must be licensed with the city unless an applicable homeowner exception applies. Use the official Gary OpenGov permit system for online permit access, then submit the required building, electrical, HVAC, plumbing, or homeowner application and plans according to the department’s current instructions.

The Building Department reviews plans and construction documents for code compliance, issues permits, monitors approved work, and enforces stop-work orders, citations, and permit or license actions. Indiana’s state-adopted codes apply. Public, commercial, or other Class 1 projects may also need an Indiana Construction Design Release through IDHS; the state filing does not replace Gary’s local permit or zoning review.

Inspections, zoning, and occupancy

Gary says inspections must be scheduled 24 to 72 hours before the requested date. Building, plumbing, electrical, HVAC, utility-reconnection, and final inspections may be required depending on the work. The department’s inspection services enforce both municipal and state codes, and failed or missed inspections can trigger a reinspection fee before further inspections are scheduled.

Before applying for a construction permit, confirm the parcel’s zoning category and whether a zoning clearance, site-plan review, variance, special-use permit, land-disturbance approval, or other development action is required. Complete all required building and fire inspections and submit the contractor’s Certificate of Completion or other closeout documentation before occupying or changing the use of the property.
