Laramie Building Department | Permits, Inspections & Contact

The City of Laramie Code Administration Division is the municipal building department for work inside Laramie city limits. It oversees building permits, plan reviews, inspections, contractor licensing, and related trade permits. Albany County or another local authority may control a property outside the city, so confirm the jurisdiction before submitting plans.

How to apply for a Laramie building permit

Laramie requires most residential and commercial construction, repairs, additions, remodels, and changes of use to go through the permit process. Applications for building, electrical, mechanical, plumbing, and sign permits are submitted through the City of Laramie Civic Access portal. Register, select the correct permit type, identify the property, upload complete plans and supporting documents, and pay the applicable fees after review.

The city lists limited residential exceptions, including certain small detached accessory structures, low fences, small retaining walls, qualifying low decks, and ordinary finish work. Ask Code Administration before relying on an exception because zoning, utility, structural, or trade requirements may still apply.

Laramie inspections and certificate of occupancy

Inspections are required for permitted work and should be requested through the Civic Access workflow or by contacting Code Administration when the portal directs you to do so. Laramie’s permit bulletin identifies foundation, concrete or under-floor, framing, plumbing, mechanical, electrical, wall-covering, insulation, and final inspections as common stages. Keep the inspection record and approved plans visible and accessible.

Laramie requires a Certificate of Occupancy before a permitted building can be used. The city’s guidance says the certificate follows successful completion of required inspections and is available after the final inspection; projects with site or public-improvement conditions may have additional completion requirements.

Laramie zoning and plan review

The Planning Division handles zoning changes, site-plan review, variances, annexation, conditional use, subdivisions, minor land divisions, and lot-line adjustments. Review zoning district, setbacks, lot coverage, parking, access, utilities, drainage, and landscaping before finalizing construction plans. A building permit does not replace a required planning or land-use approval.
