Montpelier permit application process

Montpelier uses a Development Application as the cover sheet for every permit. One application can support multiple related permits, such as zoning and building permits, while project-specific attachments identify the scope: general zoning, subdivision, conditional use, minor or major renovation, tent, fire alarm, fire suppression, or river-hazard work.

Applications may be emailed to permits@montpelier-vt.org, delivered to the Planning and Community Development office at 1 Blanchard Court, Suite 205, or mailed to 39 Main Street. Ask staff to confirm whether the project also needs public-works, utility, state fire-safety, Act 250, or other approvals.

Inspections, occupancy, and zoning

The city’s building regulations require a complete application and permit before covered construction, alteration, renovation, demolition, or moving work begins. A work-completion form may be requested for final inspection and a certificate of occupancy. Montpelier’s regulations page also explains that the Building Inspector enforces the 2025 Vermont Fire and Building Safety Code under the city’s agreement with the State of Vermont Division of Fire Safety, subject to the listed statutory and building-type exceptions.

Projects in river corridors or flood-hazard areas need additional review. Confirm the applicable zoning district, map layers, site-plan requirements, and permit attachments before submitting.
