Prince William County’s Building Development Division (BDD), within the Department of Development Services, is the county authority for building plan review, building-construction permits, construction inspections, and building-code compliance. BDD enforces the Virginia Uniform Statewide Building Code for buildings in the county. Prince William County states that permits are required when work constructs, enlarges, alters, repairs, moves, or demolishes a building or structure, changes occupancy, or installs or replaces electrical, gas, mechanical, or plumbing systems when the work falls within the county’s permit rules. The county’s ePortal supports permit and plan searches, electronic applications and revisions, document uploads, fee payments, project tracking, and inspection scheduling. Commercial applicants should also confirm the county’s address-validation requirement before submitting.

An applicant should identify the scope of work, property address, use group, and applicable trade work before choosing a permit type. Prince William provides separate guidance for residential and commercial buildings, additions, alterations, basements, pools, decks, docks, and other common projects. If construction has already started without required approvals, the county’s unpermitted-work guidance directs the owner to obtain the appropriate permits, schedule inspections, and secure an approved final inspection.

Inspections and certificates of use and occupancy

After issuance, the permit holder schedules the required stages through ePortal or the county’s automated phone system. The inspection menu includes footing, slab, concealment, final building, electrical, mechanical, plumbing, gas, storage-tank, and other project-specific inspections. The county says the permit must be posted where visible from the road and approved plans must be available for inspection; its published guidance also identifies 1-866-457-5280 for the automated inspection system.

Prince William County states that all final inspections must be approved before a certificate of use and occupancy is issued. Larger or more complex commercial projects may need special inspections or a pre-construction meeting, and trade or fire reviews may be required alongside the building permit.
