Loudoun processes online applications through LandMARC, the county’s land-management system. Applicants should begin by confirming the property, proposed use, zoning district, and whether the project needs a building permit, trade permit, zoning permit, site or subdivision approval, grading approval, or another county review. The county’s permit forms page says complete applications must include the required documentation and plans; incomplete submissions are not processed.

The Loudoun Zoning Ordinance controls permitted uses and land-use standards, and the county directs applicants to its mapping tools for parcel-based information such as zoning, planned land use, district boundaries, and imagery. If the property is in an incorporated town, confirm whether that town—not the county—issues the applicable zoning permit while the county handles the building permit. This distinction can affect the order of approvals and the documents needed for plan review.

Loudoun County inspections and occupancy

Building, electrical, fire-protection, alarm, gas, mechanical, and plumbing inspections are scheduled through LandMARC. The county says inspections can be requested for the following workday or a future date, but not for weekends or county holidays; requests for the next workday must be submitted by midnight. Inspections are generally completed from 8:30 a.m. to 3 p.m., Monday through Friday, and a reinspection fee may apply when work is not ready.
