St. George building department

The City of St. George Building Department works out of City Hall at 61 South Main Street. It reviews plans, issues building permits, and inspects construction inside St. George city limits. Washington County’s Community Development Department handles building permits only in unincorporated areas. Washington City, Ivins, Santa Clara, Hurricane, and the county’s other cities each run their own permit offices, so check your parcel’s city before you apply.

Applying through CityInspect

St. George takes building permit applications through the CityInspect portal. The city uses the same system for stormwater, grading, and encroachment applications, so one account covers the building permit and the related site permits. New users register through the city’s CityInspect registration link and then sign in at the St. George CityInspect login page, where they can submit applications, upload plans, and follow review.

The city says all design work must follow the building codes Utah currently has in effect under the state’s construction-code amendment process. Utah adopts building codes statewide, and cities enforce them; they don’t pick their own editions.

Related permits from Public Works

Many projects need approvals from Public Works Development Services as well as the building permit. In CityInspect, these are grouped into two modules:

• Development module:
  • Joint Utility Committee (JUC) review
  • Site plan review and grading (SPR/Grading)
  • Floodplain development
  • Air quality
  • Demolition
  • Preliminary and final plats
• Encroachment module: work in the public right-of-way

Stormwater permits for construction sites also go through CityInspect. A fence or wall needs a city permit too, even though it isn’t a building permit. The city’s fence rules are in the municipal code.

Fees

Building permit fees are listed on the Building Department’s fee sheet. Citywide charges are in the FY 2026–2027 Adopted Master Fee Schedule, dated July 16, 2026, which covers areas such as commercial plan review and other community development fees. Tracking and inspections

The city’s Development Services tracking page at apps.sgcityutah.gov lists the department sign-offs a permit needs at two stages:

• Building permit release: Power, Water, Wastewater, Engineering, City Development Engineer, and Landscaping
• Final inspection release: the same six groups

That means utility and landscaping items can hold up a permit or a final inspection even after the building review is approved. Request and track inspections through your CityInspect account, and check the residential final inspection checklist before you call for a final.

Planning and zoning

The Planning and Zoning division handles zoning, site plans, subdivisions, and land-use applications. It has its own online planning portal with application submission, project search, submittal requirements, and maps. Confirm zoning and any required land-use approval before you finalize construction plans.
