Quick actions

Lincoln-Lancaster County Planning and Development Services combines Lincoln’s Building and Safety and Planning functions. The City handles building permits and inspections within Lincoln, while Lancaster County and other municipalities handle property outside the city according to their own authority. Confirm the city limits and the three-mile planning area before submitting a project.

Lincoln building permits and plan review

Lincoln’s Building and Safety department directs applicants to Accela Citizen Access for commercial and residential building applications, trade permits, payments, and inspection scheduling. The City’s instructions say a permit application should identify the property, use, project information, and required construction documents. Separate electrical, plumbing, mechanical, fire, sign, and stormwater requirements may apply.

The City’s development guide explains that plans are reviewed for consistency with zoning district standards, special permits, subdivision regulations, and the building code. Lincoln reports an initial building permit review target of 10 working days for a complete submission and a five-working-day target for corrected plans, subject to project complexity and completeness.

Lincoln inspections and certificates of occupancy

Inspections can be requested in Citizen Access or through the City’s inspection channels. The City identifies 402-441-5999 as its inspection line and says progress and final inspections are required before the Certificate of Occupancy or Certificate of Compliance process is complete. No facility should be occupied until the required certificate has been issued.

Lincoln’s current Building and Safety page also publishes a Certificate of Compliance application and building permit search tools. R2 multifamily projects may have additional certificate-of-compliance and fire-alarm monitoring requirements; verify current requirements with Building and Safety before final inspection.

Lincoln zoning and Lancaster County authority

Lincoln’s zoning ordinance establishes permitted uses, setbacks, height, parking, density, and other development standards. The City explains that some Lancaster County properties are governed by county zoning bodies, while Lincoln has city planning and development authority within its jurisdiction. Nebraska Revised Statutes sections 71-6404 and 71-6406 provide the state framework for local building-code adoption and enforcement.

Field work & closeout

Building Inspections & Code Compliance in Lincoln

Most permitted work must remain accessible for inspection at defined stages. Before scheduling, check your permit record for the required inspection sequence and make sure the site is safe and ready. Final inspections can be especially important for code compliance and a certificate of occupancy.

Helpful preparation

Keep the permit card or approval number available, confirm the property address, and ask the official office about lead times or reinspection fees.

Planning & review

Zoning and Plan Review Requirements

A building permit is not always the only approval your project needs. Zoning guidelines may affect use, setbacks, height, parking, signage, or lot coverage. Residential and commercial building permits can also follow different plan review tracks, so confirm the correct path before investing in a full plan set.

For a project in Lincoln, start with the official department below and ask which zoning, planning, conservation, or fire review approvals apply to your address.
