Grand Island Building Services is the City’s local building-permit and inspection authority for work within Grand Island. Hall County’s authority is relevant to unincorporated property, not automatically to a parcel inside the city. Confirm the jurisdiction before applying because county zoning and building rules can apply outside incorporated limits.

Grand Island permits and plan review

The City says permits are required for new construction, additions, enclosed porches and garages, structural repairs, certain interior remodeling, fireplaces, taller decks, patio covers, larger accessory buildings, signs, moving or wrecking buildings, and other listed work. When in doubt, contact Building Services before beginning construction.

Grand Island moved building permitting to CitizenServe. The City’s 2025 announcement says building applications, code enforcement, planning, licensing, and payments can be handled through the new permitting system. Use the official portal for application and record access, and retain the permit number for inspections and follow-up.

Inspections and certificate of occupancy

The City requires inspections for permitted work and publishes inspection requirements for rough, framing, final, and trade work. Grand Island states that a building or structure must not be used or occupied, or have its occupancy changed, until the Chief Building Official issues a Certificate of Occupancy or Certificate of Completion. All required inspections must be completed and passed first.

The City’s current inspection announcement lists (308) 385-5325 for inspection scheduling during business hours and confirms that requests may also be submitted online through CitizenServe. Commercial projects may also need a separate Fire Department final inspection.

Grand Island’s city planning and zoning resources should be checked alongside building-code review, site, floodplain, utility, and fire requirements. Nebraska Revised Statutes section 71-6406 allows local governments to adopt and administer conforming local building codes, while section 23-172 describes county code authority and the general boundary between county authority and incorporated cities.
