Meridian building department

Meridian’s Building and Inspection Division sits inside the Department of Community Development at 723 23rd Avenue, alongside the Planning, Code Enforcement, and Cultural Affairs divisions. The city does not run an online permit portal; permits move through paper forms published with its Construction Guidelines booklet (revised March 25, 2025), and every project starts with a free Site Development Request.

Start with a Site Development Request (SDR)

Meridian requires an approved Site Development Request before any site or building work begins and before any building permit is issued. There is no charge to submit one. The SDR is routed to the relevant city departments and must be signed by the Building Official; the applicant is liable for any work done before approval.

The guidelines list these as examples of projects that need an SDR:

• New construction, additions, renovations, and demolition
• Manufactured home installation and accessory structures
• Driveway or parking-lot construction or alteration
• Grading, clearing, grubbing, and tree removal
• Fence or retaining-wall installation or alteration
• Utility additions or alterations and changes of occupancy use

What a building permit application needs

For new construction, additions, or renovations, the contractor submits:

1. The approved SDR and a Building Permit Application
2. A copy of the contractor’s Mississippi State Board of Contractors license
3. A $10,000 contractor bond on the City of Meridian bond form
4. A certificate of liability insurance with at least $1,000,000 coverage
5. A complete set of plans at least two weeks in advance; the city advises allowing 30 days for plan review on complex projects
6. Flood information (floodplain development permit and elevation certificate) if the lot is in a flood zone
7. Historic Preservation approval, and possibly a Certificate of Appropriateness, if the property is in a historic district
8. For commercial jobs over $10,000 that are not self-contracted, a Material Purchase Certificate or proof of application

Electrical, plumbing, mechanical/HVAC, and gas subcontractors must hold their own MSBOC licenses and file separate trade permit applications. Construction trailers need Planning Department approval, temporary power poles cost $50 and are requested by the general or electrical contractor, and commercial signs need a separate sign permit before installation. Permits are valid for 180 days and may be extended while work continues.

Demolition, house moving, and manufactured homes

• Demolition permits cost a flat $30 and still require the SDR, bond, and insurance. The contractor must disconnect utilities, haul debris to an MDEQ-approved landfill, cap the sewer line with a rubber seal plug within 5 feet of the property line (inspected by Code Enforcement before backfill), and fill, level, and seed or hay the lot.
• House moving requires sign-off from the Police Chief, Public Works Director, and Building Official, with at least 48 hours’ notice before the move.
• Manufactured homes: single-wides are allowed in the A district and in R-2 on lots under 30 feet wide; double-wides in A, R-2, and R-3. Homes must be at least 14 feet (single) or 20 feet (double) wide, sit on an approved foundation, meet HUD or IRC standards, and have skirting, steps, and handrails. In historic districts they are allowed only as temporary emergency dwellings.

Accessory structures

Meridian allows one accessory structure per lot in all zoning districts, does not allow them on vacant lots, and requires any electrical service to come from the primary structure. A second power meter for an accessory building is not permitted.

Building permit fees

Adopted codes

Meridian enforces the 2024 editions of the International Building, Existing Building, Residential, Plumbing, Mechanical, Fuel Gas, Property Maintenance, and Fire Codes, and the 2023 National Electrical Code. The city credits its move to current codes with helping lower residents’ property insurance rates. Appeals go to the Building Code Board of Adjustments and Appeals; the division also staffs the Electrical and Mechanical Examining Boards.

Inspections and certificate of occupancy

The general contractor is responsible for calling in every inspection at least 24 hours in advance at (601) 485-1900, which reaches the building, electrical, plumbing, mechanical, gas, and fire inspectors. A Certificate of Occupancy is issued by the Building Official only after all final inspections pass.

Contractor licensing

Under MSBOC rules, a state license is required for new residential construction over $50,000, residential remodeling or additions over $10,000, residential roofing over $10,000, and commercial work over $50,000. Meridian additionally asks for proof of the MSBOC license and the city bond at permit time.

Meridian has eight recognized historic districts and neighborhoods, including the Downtown Historic District and the Highland Park district, home of the Dentzel Carousel. Any permit in one of them waits on Historic Preservation Commission approval. The department also follows FEMA Community Rating System standards for floodplain management, so flood-zone lots need elevation documentation with the permit.
