The City of Biloxi Department of Community Development oversees development inside Biloxi city limits through its planning, zoning, building-permit, inspection, code-enforcement, floodplain, historic-preservation, and related divisions. Harrison County is not the issuing authority for a project inside Biloxi; confirm the responsible jurisdiction for unincorporated Harrison County or another municipality.

Biloxi building permits and development review

Biloxi’s official forms library includes commercial and residential building-permit applications, subcontractor applications, building-code summary forms, certificate-of-occupancy applications, conditional-use supplements, design-review applications, variances, tree permits, flood-related materials, and other development documents. The department reviews construction plans and coordinates with public works, fire, floodplain, and planning functions as applicable.

Before submitting, identify whether the project needs a building permit plus a certificate of zoning compliance, public-works permit, tree permit, temporary-use permit, sign permit, historic review, or floodplain approval. Coastal and waterfront properties should be checked early for elevation and flood requirements.

Biloxi inspections, occupancy, and code compliance

Biloxi states that a certificate of occupancy is issued by the Building Official after review under the building and fire codes and other city regulations. A Certificate of Development Compliance is part of the closeout path and confirms that approved site work, landscaping, lighting, and other development obligations are complete. The city says a CDC is required before a certificate of occupancy for a building or use, subject to the city’s rules.

Temporary certificates may be available for up to 90 days when appropriate safeguards are in place. Do not open or occupy a new or altered building until the required final inspections, development compliance, and occupancy approvals are complete.
