The City of Shawnee Community Development Department issues building permits, reviews plans and conducts building inspections for work inside Shawnee city limits. Johnson County’s other cities and unincorporated areas have separate local authorities. Lake Quivira addresses also use a separate Lake Quivira permitting path identified in the Shawnee portal.

Shawnee building permits and CitizenServe

Shawnee accepts building-permit applications in person at City Hall or online through its CitizenServe portal. The city publishes guidance for commercial, grading, tenant-finish, retaining-wall, demolition, accessory-building, deck, pool, residential and other permit types. Plans prepared by a design professional are required for all buildings, including single-family and two-family residential structures.

Use CitizenServe to create or access an account, submit the appropriate permit, upload plans, search permit records and respond to city requests. Development Engineering may need to review and accept engineering plans before issuance of a building or public-improvement permit. Confirm Johnson County contractor-license requirements before applying.

Inspections, zoning and occupancy

The city provides required inspection guidance with the permit materials. Keep the permit and approved plans available, schedule each required inspection in the portal and do not cover work before inspection approval. Commercial projects may also require fire/life-safety review and new-construction inspections through the applicable city division.

Planning fees are paid through CitizenServe, and the city says applicable open-space, stormwater, benefit-district, county-recording and other development charges may be due before a building permit.
