Quick actions

Palm Beach County’s Planning, Zoning and Building Department operates the county Permit Center for building construction in unincorporated Palm Beach County. The county’s official guidance uses the property’s 17-digit Property Control Number to help identify jurisdiction: a PCN beginning with 00 indicates unincorporated county jurisdiction, while other prefixes generally point to a municipality. Properties inside a city should be checked with that municipality before using county permitting services.

Palm Beach County permit process

The Permit Center accepts building applications online through the ePZB portal 24 hours a day, seven days a week. The county maintains application forms, permit-type checklists, building-code resources, fee information, and permit-center assistance through the Planning, Zoning and Building website. Applicants should identify the project type, confirm zoning and setbacks, assemble plans and surveys, and submit the documents required by the applicable checklist.

Palm Beach County’s zoning division applies the Unified Land Development Code in the unincorporated jurisdiction. Zoning districts and Future Land Use designations work together to control permitted uses, setbacks, landscaping, parking, and other development standards. The county also performs open-permit and code-compliance searches for unincorporated properties using the address and PCN; municipal searches are not automatically included in the county results.

Inspections, occupancy, and records

Inspection scheduling is available online through ePZB and by automated phone service. The county lists (561) 233-5100 for Building, (561) 233-5130 for permit tracking, and (561) 233-5200 for Zoning; automated inspection scheduling is available at (561) 355-2222 or (888) 236-3807. Permit holders should follow the inspection codes and forms for their permit type and maintain required records at the job site.

The main Planning, Zoning and Building office is at 2300 N. Jog Road, West Palm Beach, Florida 33411, open Monday through Friday from 8 a.m. to 5 p.m. Palm Beach County also operates a limited-service South County Building Division office at 345 S. Congress Avenue in Delray Beach. Use the county’s jurisdiction, zoning, permit-center, and ePZB resources together because a municipal address may require a different building official even when the property is within Palm Beach County.

Field work & closeout

Building Inspections & Code Compliance in Palm Beach County

Most permitted work must remain accessible for inspection at defined stages. Before scheduling, check your permit record for the required inspection sequence and make sure the site is safe and ready. Final inspections can be especially important for code compliance and a certificate of occupancy.

Helpful preparation

Keep the permit card or approval number available, confirm the property address, and ask the official office about lead times or reinspection fees.

Planning & review

Zoning and Plan Review Requirements

A building permit is not always the only approval your project needs. Zoning guidelines may affect use, setbacks, height, parking, signage, or lot coverage. Residential and commercial building permits can also follow different plan review tracks, so confirm the correct path before investing in a full plan set.

For a project in Palm Beach County, start with the official department below and ask which zoning, planning, conservation, or fire review approvals apply to your address.
