Orange County Division of Building Safety reviews plans, issues building permits, and performs inspections for the county-served jurisdiction. The county’s annexation guidance explains that Orange County remains the local government for unincorporated areas, while an incorporated municipality becomes the primary local provider after annexation. Before using the county permit portal, verify whether the property is unincorporated Orange County or inside Orlando, Winter Park, Ocoee, Apopka, or another city with its own permitting authority.

Orange County permit process

Orange County directs applicants to Fast Track Online Services for new permit applications, plans, payments, permit research, and inspection management. The Division of Building Safety says work covered by Florida Building Code section 105.1 generally requires a permit before construction, enlargement, alteration, repair, movement, demolition, or a change of occupancy. Common limited exceptions include cosmetic residential work such as painting, finished-floor replacement, or cabinets and countertops that remain in the same configuration.

Residential and commercial applications can require zoning review, site or survey documents, construction plans, product approvals, energy documents, and a recorded Notice of Commencement before the first inspection. Orange County’s commercial guidance specifically calls for construction documents showing construction type, occupancy classification, occupant load, life-safety information, and other project details. Permit fees can include multiple reviewing divisions and are determined through the review process rather than by a single universal flat amount.

Inspections, zoning, and certificates of occupancy

Fast Track is used to schedule and track inspections, including selected remote inspection types. Orange County says a Certificate of Occupancy is required before a new building or certain existing buildings may be occupied, and a change of occupancy usually requires a building permit because safety features may need improvement. For a commercial use permit with no construction changes, zoning and building-safety review still determine whether the existing space can be occupied for the proposed use.
