Waterbury building department

Waterbury’s Department of Inspections handles building, demolition, electrical, plumbing, heating/HVAC, and sign permits, along with sign licenses, for the City of Waterbury. The office is on the 5th floor of One Jefferson Square, 185 South Main Street, not at City Hall on Grand Street. It is open Monday–Friday, 8:00 a.m.–4:00 p.m.

Applying: paper or fax, no online portal

Waterbury does not offer online permit filing. Download the Application for Building Permit or Application for Mechanical Permit from the department’s page. Then bring it in or fax it to (203) 574-6854. Staff review the application, collect the other city approvals it needs, and call you when the permit is ready to pick up and pay for. The city says permits usually are not issued the same day you apply.

The building application’s reviewer checklist shows which other offices may need to sign off: delinquent tax, zoning, inland wetlands, City Plan, fire marshal, engineering, water, Water Pollution Control, city and state traffic, and health.

What to bring

According to the department’s 311 knowledge-base answers:

• Building or mechanical permit: the application, a workers’ compensation insurance certificate (Form 7A/7B/7C), the contractor’s license, a plot plan, and drawings. Bring two sets of drawings for residential work and three for commercial. Projects over 5,000 sq ft or involving a change of use need drawings by a design professional, and some projects also need a zoning permit application.
• Demolition permit: the building application signed by the property owner, workers’ comp certificate, contractor’s license, an asbestos removal report, neighbor notifications, and utility shut-off notices for electric, gas, water, phone, and cable.

Who can pull the permit

• The owner of an owner-occupied single-family home may pull their own permits and do the work themselves. Otherwise, a licensed contractor must apply.
• A homeowner may pick up a permit on behalf of their hired contractor if they have an agent letter from the contractor. The contractor still does the work and is responsible for it.

What needs a permit

The department’s inspection handout says permits are required for any construction work, plus roofing and re-roofing, sheds, siding, and swimming pools. The 311 FAQ adds repairs, remodels, decks, signs, demolitions, and electrical, plumbing, and heating work. Pools that can hold 24 inches or more of water need a permit, and any pool also needs a separate electrical permit. For fence rules, the city refers residents to the City Planning Office at (203) 574-6819. Its FAQ warns that a $200 penalty may be charged for working without a permit.

Fees are based on the total estimated cost, including all parts, materials, and labor.

Zoning, fire marshal, or Water Pollution Control fees may be added depending on the work. The department asks applicants to call to confirm the total.

Inspections

Call to schedule, with at least 24 hours’ notice. You can reach inspectors or leave a message from 8:00 a.m. to 4:00 p.m. Trade inspectors are easiest to reach between 8:00 and 10:00 a.m.

The handout lists the required inspection sequence. Each one must be approved before work continues:

1. Footings, before concrete is placed
2. Footing drains and waterproofing, before backfill
3. Slab, before concrete is placed. Concrete that encases plumbing, conduit, or gas piping is inspected too
4. Rough framing, after the electrical, mechanical, and plumbing rough-ins pass
5. Insulation, before drywall
6. Drywall, before tape and compound
7. Final for the Certificate of Occupancy, before anyone moves in. All trade finals must pass first

The handout also lists items inspectors commonly check:

• Fire-blocking at floor and ceiling penetrations
• Interconnected smoke alarms in every bedroom, outside bedrooms, and on every level including basements, plus CO alarms outside bedrooms
• Guards at least 36 inches high (residential) or 42 inches (multifamily and commercial), with balusters spaced under 4 inches apart

Waterbury enforces the 2022 Connecticut State Building Code, which is based on the 2021 International Codes and applies to permit applications filed on or after October 1, 2022.
