Connecticut establishes the State Building Code, but the city’s building official administers that code locally. A Hartford County address outside Hartford city limits belongs to another municipality or local authority.

Start with the city’s Development Services guidance, identify the project type, and confirm whether building, demolition, trade, zoning, site-plan, historic, or other approvals are required. Hartford uses an official Accela portal for Licenses & Inspections and Planning & Zoning applications. Applicants can create an account, select the applicable record type, submit documents, and use My Records to follow an application.

Inspections, zoning, and occupancy

Licenses & Inspections reviews plans, issues permits, conducts construction inspections, and enforces city building and housing codes. Hartford’s Planning & Zoning Division may require a zoning permit, site-plan review, special permit, or historic review before the building permit is issued. For new construction or qualifying renovations, a Certificate of Planning Compliance is required before applying for the applicable occupancy approval. Hartford also requires a Certificate of Apartment Occupancy for covered dwelling units before occupancy.
