Kodiak Island Borough Community Development issues zoning-compliance guidance and enforces borough land-use and subdivision regulations. Building permit and building-inspection services are provided through the City of Kodiak under a borough contract, so Kodiak Island property owners should coordinate zoning compliance with the borough and structural permitting with the City of Kodiak Building Official.

How to apply for a Kodiak building permit

Before construction, review the property’s zoning district and determine whether a zoning-compliance permit is required. The borough’s Building Something guide says zoning compliance is required for all construction projects in the borough before work starts. Bring the legal description, site plan, project description, existing development information, and any requested proof of ownership or as-built survey to Community Development at 710 Mill Bay Road, Room 205.

After zoning compliance, contact the City of Kodiak Building Official for the building-permit application. Commercial projects, larger residential projects, and projects requiring professional plans may need architectural or structural plans, calculations, specifications, utility approvals, driveway approval, fire-marshal approval, and septic or wastewater documentation. The City of Kodiak publishes the building-permit application and the borough publishes the local permit guide.

Kodiak inspections and certificate of occupancy

The official Kodiak building guide lists inspection stages including excavation, underground utilities, foundation and setbacks, framing, rough electrical, rough plumbing, insulation, and final certificate-of-occupancy or use verification. Each inspection must be requested with at least 24 hours’ notice, and work should not proceed beyond a stage until the required inspection is approved. Final approval can include certificate-of-occupancy or verification-of-use review, driveway and parking compliance, and required fire or utility approvals. Keep work accessible and exposed for inspection until the inspector approves it. A building permit is not the same as the borough’s zoning-compliance approval.

Kodiak zoning and plan review

The borough’s Community Development Department administers zoning-compliance permits and provides GIS, comprehensive-plan, and code resources. Review the zoning district and code provisions for accessory buildings, fences, setbacks, parking, projections, and other site-specific requirements before submitting the building application. Unpermitted construction can be subject to the enforcement provisions in the borough and city codes.
