The City and Borough of Juneau Community Development Department (CDD) coordinates building permits, general engineering permits, land-use applications, planning and zoning, inspections, and code compliance across the consolidated city and borough. Juneau’s official site says that CDD building-permit, engineering, and land-use applications are submitted online through its Civic Access portal.

How to apply for a Juneau building permit

Register for a Civic Access account, select the appropriate permit or plan application, complete the online information, attach the required PDF documents, and submit the application. The Permit Center can help applicants who need assistance with registration or portal submission. Depending on the project, the application may need plans, site information, construction details, valuation, contractor information, land-use approvals, and other agency documents.

Juneau’s portal is also the best starting point for application activity and project-status tasks available to the public. Keep the portal account connected to the project and respond to correction comments through the system so the review record remains complete.

Juneau inspections and certificate of occupancy

Use the official Request an Inspection service linked from the Community Development page. Schedule inspections only when the work is ready and keep approved plans, permit information, and required documentation available for the inspector. The Permit Center, Building, Planning & Zoning, and Code Compliance teams have separate phone lines, so use the department directory when a project question is discipline-specific.

Final inspections and approvals are required before a building or changed occupancy is treated as complete. For commercial, multifamily, and public work, confirm whether fire, life-safety, accessibility, engineering, or other reviews are required in addition to the building inspection. Juneau adopted the 2024 ICC codes effective October 2025, according to the official CDD page.

Juneau zoning and plan review

CDD administers the Land Use Code and provides zoning, parcel-viewer, planning-commission, floodplain, historic-preservation, and long-term-planning resources. Confirm the property’s zoning and whether the project involves a change of use, variance, planned development, special-use district, streamside setback, floodplain, or historic resource before preparing the final permit set.
