Rapid City building department

Rapid City’s Building Services Division, part of the Department of Community Development, handles plans examination, building code enforcement, building permits and inspections, and contractor licensing for property inside city limits. It also staffs the Building Board of Appeals. Rapid City is one of the few South Dakota cities that runs its own electrical and plumbing inspections instead of relying on state inspectors. That means one city office covers most trades, and Pennington County is not the permit authority for property inside the city.

What needs a permit in Rapid City

The Community Development FAQ says a building permit is required for all structural development in Rapid City. A permit is also required when the use of a building or property changes, so the city can confirm building and fire code compliance and adequate parking for the new use.

The one exemption the city publishes for homeowners is for small sheds:

Building Services also issues separate forms for demolition, moving a building, manufactured home installation, sidewalk construction (and sidewalk variance requests), sign permits, and floodplain development. Roofing permits use a city Affidavit for Roofing - Ice Shield, and new construction may need a Soils Affidavit and an erosion and sediment control “Transfer of Responsibility” form. Applying through eTRAKiT

Rapid City takes applications through eTRAKiT (CentralSquare) at permits.rcgov.org/eTRAKiT. You can set up a public account or log in as a contractor. The portal lets you apply for new permits, search permits by number or address, search licensed contractors, and look up property records and maps. Building Services also publishes a paper Building Permit Application and an eTRAKiT account application on its forms page.

Commercial projects should follow the city’s Commercial Building Permit Application Checklist. If the project also needs a land-use approval, such as a conditional use permit, rezoning, planned development, or variance, that goes to Current Planning on its own submittal calendar.

Fees

The Building Permit Fee Schedule is split into separate commercial and residential PDFs, linked from the Permit Fee Information page. That same page lists the development application fees, including:

The city notes that fees are subject to change without notice. Code Enforcement separately registers off-premise signs at $75 per sign per year.

Contractor licensing

Building Services licenses contractors working in the city. It publishes a Contractor License Application, a License Application Renewal, and house-moving and manufactured home park license applications. It also posts a current licensed-contractors report, and you can search licensed contractors in eTRAKiT.

The Building Board of Appeals acts as the city’s official licensing board. It hears complaints against Rapid City contractors and appeals of Building Official decisions under Title 15. It meets the second Tuesday of the month at 7:30 a.m. at City Hall when called.

Codes, electrical, and plumbing

Rapid City’s local amendments to the International Residential Code, Building Code, Electrical Code, and Gas Code are in Title 15 of the municipal code. The Fire Department reports that the city has adopted the 2024 International Fire Code with local amendments in Chapter 8.24 (Ordinance 6641).

The South Dakota Electrical Commission states that Rapid City has its own electrical inspection department for work inside city limits. The State Plumbing Commission lists Rapid City among the cities that do their own plumbing inspections. In-city electrical and plumbing inspections therefore go through the city, not a state district inspector.

Zoning, floodplain, fire, and code enforcement

• Current Planning (605-394-4120) handles zoning, conditional uses, variances, ADU applications, and subdivisions. Subdivision rules (Chapter 16) apply within city limits and within three miles of them. You can look up a parcel’s zoning district on RapidMap.
• Since January 9, 2026, vacation homes must be registered with the city every year. Registration requires a State Lodging License.
• The Floodplain Administrator (605-394-4154) in Public Works reviews floodplain development permits.
• Fire and Life Safety (605-394-5233, 10 Main Street) reviews fire sprinkler and alarm plans. Building permits themselves go to Building Services.
• Code Enforcement (605-355-3465) handles nuisance, weed, junk vehicle, and sign code complaints.
