Rapid City’s Community Development Department administers building services for property within the city. The Building Services Division handles plans examination, building code enforcement, building permitting, inspections, contractor licensing, and support for the Building Code Board of Appeals. Pennington County is not a substitute for a Rapid City permit inside city limits.

The City publishes building permit forms, a commercial building permit checklist, fee information, licensed-contractor material, and separate forms for floodplain, grading, demolition, moving, sidewalk, and sign work.

Plan review should account for the project’s construction type, use, site conditions, zoning, and any applicable floodplain or erosion-control requirements. Contractor licensing and state electrical or plumbing requirements may apply in addition to the city building permit.

Inspections, occupancy, and code compliance in Rapid City

The Building Services Division schedules construction inspections and enforces the building and municipal codes. Keep permitted work accessible and do not cover work that must be inspected. For commercial projects, change of use, and other work involving occupancy classification, ask Building Services what final inspection and certificate-of-occupancy documentation is required before opening or occupying the space.

Rapid City also maintains a code-enforcement function for municipal violations. A building permit does not automatically approve zoning, signs, property maintenance, air-quality, fire, or other approvals; coordinate those reviews when the project scope requires them.
