The City of Brookings Building Services Division issues building permits and coordinates inspections for residential and commercial work within city limits and on nonagricultural land in the joint jurisdictional area. Brookings County’s planning office may administer county zoning outside the city, but it is not a substitute for the City’s building permit when the project is inside Brookings.

Zoning requirements include the permitted use, setbacks, yard dimensions, parking, and other site standards. A variance or other Board of Adjustment action may be needed when the proposal does not meet the applicable zoning requirements. Plan review is generally estimated at about one week, but zoning or incomplete submittals can extend the process.

The City specifically directs applicants to call (605) 692-6629 for a footing inspection and coordinates the building inspection process with the separate South Dakota electrical and plumbing inspection authorities. SmartGov lets applicants request inspections, track inspection results, and view pending or issued permits.

For new construction, alterations, or a change of occupancy, ask Building Services what final inspection, completion, fire, rental, or occupancy documentation applies. The permit must be complete and all applicable code issues resolved before the building can be lawfully occupied for its approved use.
