The City of Toledo Division of Building Inspection is the state-certified municipal building department for work inside Toledo city limits. Lucas County Building Regulations separately serves county-jurisdiction projects and specifically excludes residential projects inside Toledo, Maumee, Oregon, Berkey, and Whitehouse. Toledo permits and electronic plan review

Toledo issues permits for building, construction, and related projects and launched a new online permit application and electronic plan-review portal. The portal supports plan submission, applications, payments, permit progress, and inspection scheduling. The city’s permit guide also explains that some minor repairs or routine maintenance may not require a building permit, while zoning approval can still be required.

Commercial and residential work may require complete construction documents, plan review, trade permits, fire review, and other approvals. A pre-development meeting can bring together building, economic development, utilities, fire prevention, and other city representatives for larger or more complex projects.

Inspections, occupancy, and code compliance

Toledo’s Building Inspection Division enforces the Ohio Building Code, Residential Code of Ohio, associated mechanical, electrical, and fire-safety codes, and Toledo Municipal Code requirements. The division reviews plans, performs inspections, issues certificates of occupancy, and licenses construction trades. Inspections are scheduled Monday through Friday through the online portal or by calling (419) 245-1220 between 8 a.m. and 3 p.m.

For a proposed business or change of use, request the appropriate Certificate of Occupancy information from the city. Toledo’s official occupancy inquiry asks about zoning, active permits, scheduled inspections, the property location, proposed use, and whether an occupancy certificate is already on file.

Zoning and plan review requirements

Toledo requires a Certificate of Zoning Compliance for many new structures, additions, fences, driveways, pools, decks, ramps, and accessory structures. The city explains that zoning compliance must be approved before applying for the related building permit. Zoning maps, site-plan review, use approvals, and other land-use procedures are administered through the Toledo-Lucas County Plan Commission and city planning process.
