Cuyahoga County’s Division of Building Standards is a county building-code service that was founded in 2025 to provide contractor registration, plan review, permits, and inspections in partner communities. It is not a universal replacement for every municipal building department in Cuyahoga County. Cleveland and many other cities, villages, and townships retain their own local permitting and zoning processes.

Cuyahoga County building permits and plan review

The county division says it provides formal Building Standards plan review, permits for new construction, repairs, and alterations, inspections, and code-enforcement examination services for residential and commercial or non-residential construction in partner jurisdictions. The county’s current page says partner communities will be announced as services launch, so verify the property’s authority before submitting an application or paying a fee.

Contractor registration is handled through the county’s secure online workflow. For a project permit, plan review, or inspection, contact the county or the local municipality and confirm whether the address is within a county partner jurisdiction. The county also directs applicants to the State of Ohio building-department lookup when jurisdiction is uncertain.

Inspections, occupancy, and code compliance

The Division of Building Standards administers the building codes required by the Ohio Board of Building Standards in the jurisdictions where it has authority. Required inspections verify that permitted work complies with approved plans and applicable codes. A certificate of occupancy or final approval should be obtained from the authority that issued or administered the project permit.

The county expressly says it does not handle property maintenance or zoning. For zoning, land use, property maintenance, setbacks, and local use approvals, contact the city, village, or township where the parcel is located. Cuyahoga County’s public-works permits also do not eliminate the need for local permits or utility approvals.
