Concord is the permitting authority for property within the city; Merrimack County does not replace the city’s local building and zoning process.

Concord building permits and Citizen Self Service

The City has transitioned building, zoning, miscellaneous, engineering, fire-inspection, planning, and related applications to its Citizen Self Service permit portal. Applicants can create an account, submit plans, view inspections and the online calendar, pay invoices, and use the public search feature to find permit information. Concord states that hard-copy permit applications have been discontinued, although an on-site kiosk is available for customers who need help.

Inspections and certificates of occupancy

Concord’s building-construction guidance provides required-inspection resources and explains that a certificate of occupancy follows approved building, electrical, plumbing, and mechanical inspections, with planning or engineering sign-offs when required. Schedule the applicable inspections through Citizen Self Service and do not cover work before the required inspection has been approved.

Zoning and code compliance

Concord’s residential permit guide places zoning and building review at the start of the permit process. Verify the parcel, zoning district, plan requirements, and any Planning Board or Zoning Board of Adjustment action before relying on a permit application. Commercial and change-of-use projects may need additional fire, health, engineering, and planning approvals.
