The City of Helena Building Division administers building permits, plan review, construction inspections, and occupancy approvals inside Helena city limits. Helena’s Community Development Department separates building-code review from planning and land-use review, so a project may need both a building permit and a planning approval.

Helena building permits and plan review

The City requires an owner or authorized agent to apply to the building official before constructing, enlarging, altering, repairing, moving, demolishing, or changing the occupancy of a regulated building or system. Electrical, gas, mechanical, and plumbing work can be separately regulated and should be confirmed during intake.

Helena publishes current permits issued and historical permit reports online. Those reports are useful for public record research, but they are not a substitute for confirming the status, conditions, or inspection history of a particular permit with the Building Division.

Helena inspections and certificate of occupancy

Keep the inspection record card, approved plans, permit, and required documents available at the site. Final inspection requirements depend on the work and may include trade, fire, life-safety, and zoning conditions. Helena’s building-permit guidance states that no building or structure may be occupied until the Building Official issues a certificate of occupancy.

Request the certificate after required inspections are complete and correct any deficiencies identified by the inspector. A certificate of occupancy confirms the code and occupancy approval described by the permit; it does not approve an unrelated zoning violation or eliminate other agency approvals.

Helena zoning and planning review

Helena’s planning process can include site-plan review for zoning, parking, access, landscaping, utilities, stormwater, and traffic engineering. Beginning December 1, 2025, the City described a process that separates traditional site-plan review from the building-permit process, so applicants should contact Planning before submitting commercial or complex development plans.
