The City of Rockford Construction and Development Services office (425 E. State St., open Monday through Friday, 8 a.m. to 5 p.m.) issues building, electrical, mechanical, plumbing, fence, pool, sign, demolition, and tent permits inside Rockford city limits. Unincorporated Winnebago County is served by the Winnebago County Building Division at 404 Elm St., (815) 319-4444.

What needs a permit

A building permit is required to build, alter, enlarge, repair, or move any structure larger than 120 sq ft. It is also required to demolish a structure, change its occupancy, or move a lot line in a way that affects an exterior wall’s fire rating. All roofing work requires a permit under state law.

Other permits:

• Fences need a permit for a new fence, a replacement, or a repair that needs new posts. Fees depend on the lot’s zoning.
• Pools need a permit for any pool, hot tub, or spa holding water more than 24 in deep. Every pool must be enclosed by a 48 in barrier with gaps no more than 2 in at grade and 4 in within the barrier. Public pools also need an Illinois Department of Public Health permit.

How to apply

Create a permit request in the City’s online permitting system (Infor, at rockfordil-prd.rhythmlabs.infor.com). Forms are published in English and Spanish, including the residential, new 1- and 2-family package, trade, solar, and owner-applicant applications, plus a roofing affidavit.

Plan review is required for all projects other than one- and two-family dwellings. After you submit the request, the City emails the plan review fee. Once you pay, you receive an invitation to upload drawings to ProjectDox. A Project Coordinator prescreens the submittal and routes it to building, MEP, Fire Prevention Bureau, and Public Works reviewers. A standard review takes up to 14 days, and resubmitted revisions take up to 5 days.

Before the permit is issued, staff confirm the construction cost with your general contractor so final fees can be calculated. For faster turnaround, Rockford offers Express Plan Review for new construction and additions and Permit by Appointment for interior remodels. Plans for wood-frame 1- and 2-family homes of up to two stories plus a basement do not need a design professional. State law requires sealed plans from an Illinois-licensed architect or engineer for all other new construction and additions, and for structural or life-safety alterations or changes of use in other buildings.

2026 fees (highlights)

Rockford’s fee schedule is adopted with the budget and takes effect each January. Most permits carry a $50 processing fee and a 10% technology surcharge.

Codes in effect

Rockford follows the 2021 ICC code cycle with local amendments: IBC, IRC, IEBC, IMC, IFGC, IFC, IPMC, and the International Swimming Pool Code. It also enforces the 2020 NEC, the 2014 Illinois (IDPH) Plumbing Code, and the 2024 Illinois Energy Conservation Code. Local design values from the City FAQ:

• Frost footings go 42 in below grade.
• The ground snow load is 30 psf.
• A roof may have no more than two layers of roofing, or one layer for wood shake, slate, clay, or cement tile.

Inspections

Schedule inspections online in the permitting portal. If you don’t have portal access, call (779) 348-7158. Requests need one full business day (24 hours) of notice. The permit must be posted where it is visible from the street or at the main entrance, and no inspection is done without a posted permit.

Typical building inspections are footing, damproofing and drain tile, framing (after all trade rough-ins), and final. New construction receives a Certificate of Occupancy at final. Every active permit, including residential roofing and siding, needs a final inspection.

Licensing and homeowner work

• General contractors do not need a City license.
• Roofers need an Illinois roofing license.
• Electricians must register with the City each calendar year (renewable January 1). Registration costs $25, or you can show a current license or registration from another Illinois municipality.
• Mechanical contractors are licensed by the City, and the testing fee is $225 per test.
• Tent erectors need an annual City license from the Building Department.
• A homeowner who lives in the single-family house may do their own plumbing, mechanical, and electrical work. Otherwise, licensed or registered contractors are required.
