The City of Rockford Construction and Development Services Division handles building permits, construction inspections, zoning clearances, and code-related development services within Rockford city limits. Winnebago County has a separate Building Division for unincorporated areas and certain listed municipalities, but the county page does not make the City of Rockford a county-permitted municipality. Rockford building permits

Rockford requires permits for construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, maintenance, removal, and demolition of buildings and attached or accessory structures, subject to listed exemptions. Rockford zoning staff review building permits for compliance with the Zoning Ordinance, issue zoning clearances, and handle zoning permits for uses and site improvements such as home occupations, parking lots, fences, and signs. A change of use or new development may require zoning clearance before the building permit can be completed.

Winnebago County’s Building Division serves unincorporated county property and the municipalities specifically listed by the county. Its Planning and Zoning Division similarly provides land-use, zoning, and subdivision services for unincorporated areas; incorporated municipalities provide their own services. Coordinate final building, zoning, and occupancy approvals with the authority that issued the permit.
