The City of Champaign Building Safety Division, within the Champaign Fire Department, receives permit applications, reviews construction for code compliance, and inspects building, electrical, mechanical, plumbing, sprinkler, and fire-alarm work inside Champaign city limits. Champaign County and nearby Urbana have separate authorities; a county mailing address does not automatically place a project under Champaign City jurisdiction.

Champaign permits and OpenGov

Champaign requires permits for constructing, enlarging, altering, repairing, moving, demolishing, or changing the occupancy of a building or structure, as well as many electrical, gas, mechanical, plumbing, sprinkler, and fire-alarm installations. The City switched to an online permit portal on January 1, 2025. OpenGov is used for new applications and permit searches; the City’s older eTRAKiT system remains the search path for permits applied for on or before December 31, 2024.

The City processes permit applications through multiple departments and tracks review comments electronically. Complete plans and supporting information reduce review delays. Work in the public right-of-way, sanitary sewer district, or food-service areas may require separate approvals from the appropriate agency in addition to the City building permit.

Inspections, codes, and occupancy

Required inspections are listed on the permit. Champaign asks for 24 hours’ notice to schedule inspections and publishes inspector office hours for questions. The City adopted the 2021 International Codes for projects submitted on or after February 1, 2024, along with city amendments and applicable Illinois codes.

Because a change of occupancy can trigger a permit and code review, confirm the final inspection and occupancy requirements with Building Safety before opening or occupying a renovated space. Zoning regulations can also apply to otherwise exempt work such as fences.
