Linn County handles unincorporated county property and other municipalities have their own jurisdiction. Building Services and Development Services may both be involved in a commercial or site-work project. Cedar Rapids’ official development guidance describes review through completion and occupancy, but a building permit does not itself authorize a use that conflicts with the zoning ordinance.
