Cedar Rapids building department

Cedar Rapids Building Services issues building, electrical, mechanical, plumbing, demolition, fence, sign, and floodplain permits inside Cedar Rapids city limits. Unincorporated Linn County and neighboring cities issue their own permits. The office is at the City Services Center, 500 15th Avenue SW, open Monday through Friday, 7:30 a.m. to 4:30 p.m. Permits are issued until 4:00 p.m., and payments are not accepted after 4:00 p.m. Permit technicians are at (319) 286-5939 and [email protected].

What needs a permit

Building permits are generally required to erect, alter, enlarge, or demolish a structure. That includes new construction, remodeling, repairs beyond minor maintenance, re-roofing, vinyl siding, and fences. The city’s 2023 Development Guide also lists basement finishes, new and replacement decks, window and exterior door replacement, retaining walls, and accessory structures over 120 square feet. Electrical, plumbing, and mechanical work each need a separate permit, and every project must also meet the zoning ordinance (Zoning: (319) 286-5836).

Roofing rule: a roof may have at most two layers of shingles. If two layers already exist, both must be torn off before reroofing.

Applying: CSS portal and plan submittals

Applications, payments, plan and document uploads, and inspection requests go through the city’s EnerGov Customer Self Service (CSS) portal. Registration is a one-time step, and the city recommends Chrome or Firefox. Submitting through CSS is a request for review, not an automatic permit. The city warns that high permit volumes mean you should plan for processing delays.

Plan uploads: after you upload, email [email protected] or call (319) 286-5939 so a technician knows the documents are ready. Large plan sets may need the city’s FTP site; call to verify your electronic submittal will be accepted before using it.

What to include:

• A description of the work and the use of the structure.
• A site plan with dimensions to property lines, streets, alleys, and known easements. Siding, re-roofing, window replacement, and interior remodels do not need a site plan unless the use changes.
• Plans and specifications as needed.
• The construction valuation.
• The name of every contractor doing work.

Building permit fees are based on the total cost of construction, under the fee schedule effective January 1, 2025. Commercial building permits also carry Fire Department fees under a separate 2025 schedule.

Permits expire 12 months after issuance. They can be renewed for a fee if the scope has not changed.

Work without a permit

If work starts before a permit is issued, including while the application is still in review, the permit fee is doubled, with a minimum of $250. An investigation fee of $100 per hour may be added. Right-of-way work (construction, digging, or boring) without a permit carries a $50 penalty per violation. Right-of-way permits use a separate online system and require contractor registration.

The Municode version of the city code is updated each February, so amendments approved later in the year appear the following February.

Inspections

Request inspections in CSS or by email to [email protected]. Give the permit number, address, and inspection type, and submit the request by 4:00 p.m. the business day before the inspection. The person doing the work must give the inspector access, including temporary stairs or ladders, and keep the approved job-copy plans on site. Each phase must pass before work continues, and corrections must be reinspected by the same trade inspector. Electrical, mechanical, and plumbing finals must pass before the final building inspection, and additions or remodeled spaces cannot be used until the final passes.

For decks, the city’s deck handout requires a footing inspection before concrete is poured, a framing inspection when needed before decking or handrails go on, and a final on every project.

Contractors and homeowners

Contractors must hold the applicable State of Iowa license or registration to get a permit and work in Cedar Rapids. Electrical, mechanical, and plumbing contractors must hold and employ state-licensed persons, and each trade pulls its own permit. A state-licensed contractor can pull a permit as the owner’s agent.

Homeowners may do their own work, including electrical, plumbing, and mechanical work without testing, on their principal residence. The home must be an existing dwelling (not new construction), no larger than a single-family home, and qualify for the homestead tax exemption through the City Assessor. Permits are still required.

Fire and floodplain permits

According to the 2023 Development Guide:

• Fire construction permits (sprinklers, fire alarms, tanks, spray booths, fuel dispensing) are applied for at Central Fire Station, 716 First Avenue SE, 2nd floor.
• Floodplain development permits are required in the Special Flood Hazard Area. New or substantially improved buildings must have the lowest floor, including the basement, at least 1 foot above the base flood elevation. Allow up to 30 days for review. The Floodplain Administrator is at (319) 286-5043.

Certificates of occupancy are required after the final inspection and before a new building is occupied; you normally apply for one at the same time as the construction permit.
