Oakland building department

The City of Oakland Planning & Building Department issues building, electrical, plumbing and mechanical permits and inspects construction inside Oakland city limits. Neighboring cities such as Berkeley and San Leandro, and unincorporated Alameda County, have their own building authorities. Permit intake runs through the One-Stop Permit Center at 250 Frank H. Ogawa Plaza (1st and 2nd floors), which also houses Fire Prevention and OakDOT counters.

Apply online first

Oakland does not accept paper submissions. Submit documents through the Online Permit Center (Accela Citizen Access) before booking an in-person appointment. The portal is open 24/7 and needs a registered account to apply, check status, file complaints and pay. Email account problems to [email protected].

Rapid “same-day” permits issue automatically once you pay online. They cover work with no structural changes and no plan review:

• mechanical (HVAC), electrical and plumbing work
• solar panel installations
• painting a home built before 1978

Choose the correct work items in the application. Oakland warns that wrong selections lead to failed inspections and revisions.

Before a building permit is issued, applicants must submit an approved Recycling Plan and Recycling Summary Report. Check zoning with Planning & Zoning (510-238-3911) before applying. Zoning permits with plans and fees can apply even to work that is exempt from a building permit.

Work exempt from a building permit

From the City’s published exemption list:

Deck (Group R-3)	200 sq ft or less, no more than 30 inches above grade at any point, not attached to a dwelling, and not serving the required exit door or a door landing
Prefabricated pool	Less than 24 inches deep, 5,000 gallons or less, entirely above ground
Window awning	Projects no more than 54 inches from the exterior wall
Sidewalks/driveways	No more than 30 inches above grade, not over a basement or story, and not part of an accessible route
Finish work (paint, tile, carpet, cabinets, countertops)	Exempt, except pre-1978 structures with lead paint

Sewer laterals, curb/gutter/sidewalk and driveway work, and encroachments into the right-of-way need separate OakDOT or Public Works permits. EBMUD, PG&E or the Bay Area Air Quality Management District may also have requirements.

Scheduling inspections

Schedule online through the City’s inspection portal (it uses your Accela login) or the Oakland Inspection Request app for iOS and Android. You can also call (510) 238-3444 or email [email protected]. Field checks and pre-construction inspections can only be booked by phone. Rules from the scheduling page:

• Book at least one business day ahead. Oakland does not do same-day inspections, including electrical meter disconnects and reconnects.
• Each permit gets at most three inspections per week. A stop usually takes about 20 minutes.
• Have the approved plans and a color printout of the job card on site. Someone 18 or older who knows the project must be present.
• Canceling after 10 a.m., or in the field, counts as a used inspection. Inspections beyond your permit’s valuation-based allowance are paid through the Cashier.

Inspectors don’t give design or how-to advice. Senior inspectors and supervisors can meet on site about technical code issues ([email protected]). After-hours work requires an overtime inspection request. A Certificate of Occupancy is issued within 90 days of final approval. Temporary COs are available only for new construction, new units or changes of occupancy.

Codes and fees

Under the City’s building codes page, the 2025 California Building Standards Code (Title 24) took effect January 1, 2026. The City also publishes Oakland Amendments to the California model codes. The Oakland Building Maintenance Code (OMC 15.08) sets maintenance standards for existing buildings. The Bureau of Building issues code bulletins and inspection directives.
