This guide is not a Raleigh County-wide permit determination; properties outside the city may use a different local authority.
Beckley building permits and plan review
Beckley requires an owner or authorized agent to apply for a building permit before constructing, enlarging, altering, repairing, moving, demolishing, or changing the occupancy of a building or structure, or before installing or replacing regulated electrical, gas, mechanical, or plumbing systems. Submit the Building Permit Pre-Application to Code Enforcement at 232 Industrial Drive.
The city provides plan review before permits are issued. Structural projects generally require plans, with separate submission expectations for residential and commercial work. Stormwater-retention or sanitary/sewer approvals may be required, and the city says commercial permits must be approved by the City of Beckley Fire Marshal before issuance. Contractors must register with Code Enforcement and provide the applicable West Virginia license, tax registration, insurance, and trade credentials.
Inspections and certificate of occupancy
Permitted construction remains subject to inspection by the building official and must remain accessible and exposed until approved. Beckley identifies footing and foundation, slab and under-floor, lowest-floor elevation in flood areas, framing, rated gypsum, energy efficiency, plumbing, mechanical, electrical, and final inspections among the stages that may apply. The city requests 24 hours’ notice for inspections.
The final inspection closes the building permit or supports issuance of a Certificate of Occupancy. Beckley’s Code Enforcement Office states that no land or building may be occupied or used until a Certificate of Occupancy has been issued. The certificate confirms that the property complies with applicable zoning, building, and fire-code requirements; a business opening should therefore be coordinated with Code Enforcement before occupancy.
Zoning, floodplain, and state fire responsibilities
Beckley’s Code Enforcement Office handles planning and zoning questions as well as building issues. A floodplain-development permit is required for construction or work in a flood-hazard area, and the city directs applicants to use the West Virginia Flood Tool when checking flood exposure. Zoning approval, floodplain review, plan review, and building inspection are related but distinct parts of the local process.
The State Fire Marshal is a separate state authority. It reviews covered building and fire-protection plans and conducts fire/life-safety inspections for covered occupancies. The State Fire Marshal FAQ excludes buildings used wholly as one- or two-family dwellings from the State Fire Code. Beckley’s local Fire Marshal approval for commercial permits does not eliminate any required state review for a covered occupancy or specialized fire-protection system.

Field work & closeout
Building Inspections & Code Compliance in Beckley
Most permitted work must remain accessible for inspection at defined stages. Before scheduling, check your permit record for the required inspection sequence and make sure the site is safe and ready. Final inspections can be especially important for code compliance and a certificate of occupancy.
Helpful preparation
Keep the permit card or approval number available, confirm the property address, and ask the official office about lead times or reinspection fees.
Planning & review
Zoning and Plan Review Requirements
A building permit is not always the only approval your project needs. Zoning guidelines may affect use, setbacks, height, parking, signage, or lot coverage. Residential and commercial building permits can also follow different plan review tracks, so confirm the correct path before investing in a full plan set.
For a project in Beckley, start with the official department below and ask which zoning, planning, conservation, or fire review approvals apply to your address.
