Providence’s Department of Inspections and Standards (DIS) is the municipal authority for building, electrical, mechanical, plumbing, zoning-conformance, property-maintenance, and code-enforcement matters inside the city. Providence County does not issue a separate county building permit for a property located in the city.

Providence describes its permitting process in three phases: zoning conformance, plan review, and construction. DIS serves as the intake point for concurrent review, distributing plans to relevant city departments. Smaller eligible projects may use expedited review, while complex projects should be discussed with the department before submission. Keep approved plans, contractor information, and any required fire or land-use approvals with the application.

Inspections, code compliance, and certificates of occupancy

The property owner or contractor is responsible for scheduling required inspections during construction. Final approvals must be complete before a certificate of occupancy is issued when one is required. Providence’s code-enforcement division investigates property-maintenance complaints and may issue notices, reinspect, and refer unresolved violations to housing court. Fire-plan review and life-safety inspections are coordinated through the city’s official plan-submittal process.
