Delaware County Building Department | Permits, Inspections & Contact

Delaware County is divided into 49 municipalities, and the county’s own development-review guidance tells applicants to contact their municipality’s code-enforcement officials for building-permit requirements and application status. The county Planning Department and Planning Commission provide advisory land-development review and county planning services; they do not replace the local building department for ordinary UCC permits, inspections, or occupancy approvals.

Delaware County development review

The Delaware County Planning Commission reviews subdivisions, land developments, and municipal ordinances under Pennsylvania’s Municipalities Planning Code. The county’s review is completed before municipal action, but final approval is made by the municipality. Applicants can use the county’s official development-review process, online Act 247 application, proposed-plan mapping, and countywide zoning resources to understand a project’s planning context.

Building permits, inspections, zoning, and occupancy

Start with the municipality shown by the property address—such as a township, borough, or city—and ask its code official about building, electrical, plumbing, mechanical, demolition, sign, fire, zoning, and certificate-of-occupancy requirements. Pennsylvania’s UCC guidance requires a permit before covered construction begins and inspections for many residential, commercial, trade, and occupancy projects. A county Act 247 review or county SALDO requirement may be an additional land-development step, not a substitute for a municipal permit.
