Eugene building department

The City of Eugene Building and Permit Services office handles building and trade permits, plan review, inspections, and code compliance within Eugene city limits. Unincorporated property around Eugene is permitted by Lane County, and Springfield runs its own separate program, so check the city limit line rather than the mailing address before applying.

Permit and Information Center

Building and Permit Services is part of Planning and Development and operates the Permit and Information Center in the Atrium Building, 99 W. 10th Avenue, Suite 100. The city lists in-person, drop-in hours of Monday–Friday, 12 p.m. to 4 p.m., with phone, email, and appointment service from 8 a.m. to 5 p.m. General permit questions go to 541-682-5086 or [email protected].

Applying through eBuild

Eugene requires all project and permit applications to be submitted electronically through eBuild, the city’s web-based system that carries a project from application through plan review to permit issuance. The city’s residential and multi-family submittal pages set file rules that catch many first-time applicants:

• All plans and supporting documents must be PDFs; scanned PDFs need at least 200 dpi resolution.
• Plans are uploaded as individual sheets (one sheet per file).
• Calculations, specification manuals, and other supporting documents are uploaded as separate PDFs.
• Contractors must be identified on the project (added from the eBuild “Manage” page) before permits can be issued if they were not listed on the original application.

Eugene’s application forms include an owner statement for people doing work on property they own that is not intended for sale, citing the licensing exemption in ORS 701.010. Zoning review is part of many building permits. Fence placement, setbacks, and accessory structures still have to meet Eugene land use standards even when no building permit is required, so check Zoning and Land Use early.

Work that does not need a building permit

Eugene’s published “No Permit Required” handout for one- and two-family dwellings includes these exemptions:

Fence	6 ft high or less if materials weigh more than 5 lb per sq ft; 9 ft or less if materials weigh 5 lb per sq ft or less
Shed, greenhouse, or similar	Detached, non-habitable, 200 sq ft or less, and under 10 ft from finished floor to top of top plate
Porch or deck	Floor no more than 30 in. above grade at any point within 3 ft horizontally; a covered porch must stay at least 3 ft from property lines
Finish work	Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work

The city notes that these exemptions do not waive code or land use compliance, and that separate electrical, plumbing, or mechanical permits are still required where that work is involved.

Fees

Eugene adopts its construction fees by administrative order. The schedule effective July 1, 2026 lists these building permit fees based on project valuation:

Plan-review charges are added as percentages of the building permit fee. Building plan check is 65%, zoning plan review is 35% for residential and 45% for commercial, fire/life safety plan check is 40% when required, and flood hazard zone plan check is 5% when required. Inspections

Schedule, cancel, or reschedule inspections online through the inspection login or the My Permits mobile site. Both show all outstanding inspections on a permit and let you book several at once. Requests made before 7 a.m. can be scheduled for the same day. If you don’t have a computer or smartphone, Inspection Support staff at 541-682-5283 schedule by phone 7:30 a.m. to 3:30 p.m., Monday–Friday.

Permit records

Search the building permit system by permit number, address, map and tax lot, person, business, or contractor. Permit reports there show inspection history and status. Building and Permit Services also keeps certificates of occupancy and compliance for permitted construction.
