Lewiston’s Planning and Code Enforcement Department is the local authority for building, electrical, plumbing, sign, land-use, and related code services within the City of Lewiston. Androscoggin County is not a substitute permitting office for a Lewiston property.

Lewiston building permits and plan review

Use the city’s permits page to download the applicable application and submit it to Planning and Code Enforcement by email, mail, or in person as directed by the current instructions. Applications may need site plans, drawings, photographs, or other supporting information. Staff determines when an application is complete and provides the fee needed to begin review.

Inspections, zoning, and occupancy

Lewiston requires inspections during and at completion of permitted work. Contact Planning and Code Enforcement to schedule the inspection and keep permitted work accessible and exposed until the building official approves the relevant stage. The city’s zoning and land-use code is separate from construction-code compliance; check the zoning district, setbacks, permitted use, floodplain rules, and any planning or appeals review before construction begins.

For a new building, new business, or change of use, ask the department what final approvals or certificate-of-occupancy documentation is required before people occupy the space. A building permit alone does not answer every land-use or occupancy question.
